The Marshall Islands, with their far-flung atolls and islands, face significant challenges when it comes to disaster response and aid distribution. The isolation of these atolls amplifies the need for strong and reliable communication, especially during times of crisis. When a disaster strikes, timely communication is the lifeline that empowers communities to prepare and respond effectively. The current channels of early warning no longer meet the standard necessary to ensure that no location is left vulnerable under the weight of nature’s fury.
PREP II, in collaboration with the RMI National Disaster Management Office (NDMO), has undertaken an initiative to enhance the emergency communication network, ensuring that every resident will have access to reliable and timely early warnings. Commencing with a comprehensive consultation process, the PREP II team developed a solid understanding of the current capacity, and the gaps against the needs of the RMI. Based on this valuable insight, an emergency communication roadmap was crafted, outlining a robust network strategy.
The approved roadmap brings together the power of HF radio for communication between Majuro and other atolls and VHF radio to connect different communities within each atoll. Portable radios are also incorporated to fortify the system. The equipment has been ordered and is expected to arrive later this year, with installation beginning before the year’s end.
Accompanying the roadmap is a comprehensive emergency communications strategy. This gives direction and scope to the timely dissemination of essential messages in the event of an emergency. Critically important is the objective that all residents, including those with disabilities, are reached quickly.
Along with the many technical upgrades being addressed, there is a substantial community capacity building aspect to the project as well. Extensive training has been organized across all atolls, creating empowered disaster committees and formulating atoll-specific disaster plans. Once installation of the communication equipment is complete, dedicated operators will undergo rigorous training on radio use and maintenance. A comprehensive drill will test the equipment’s efficiency and enable the community to respond effectively.
Reflecting this deep embrace of community involvement and tapping into existing capacities in the RMI, the Ralik Ratak Radio Club recently entered into a collaborative agreement with the NDMO to manage the network. Let’s all applaud their commitment to serving the community in this vitally important manner and unite with them, playing our part in protecting and maintaining this vital lifeline for the benefit of all.
